How to have the Joker Instagram filter
All you need to do to get the Joker Instagram filter on your phone and go to this page from a browser (Chrome, Firefox, etc.) of your smartphone and click on the icon Get It with the link symbol.
If Instagram is already installed on your smartphone, the link will directly open Instagram in the section New story with active camera and effects at the bottom.
